Kevin Costner’s $100M Gamble on ‘Horizon’ Now Mired in Legal Dispute

As if Kevin Costner didn’t already have enough headaches with ‘Horizon’ and its limbo status, another major obstacle has now emerged for the actor-filmmaker

A THR piece detailing a financial and legal dispute between New Line Cinema and Costner’s company, Horizon Series, over their co-financing arrangement for “Horizon: An American Saga,” is now making the rounds.”

The conflict seems to have risen after City National Bank’s initiated arbitration against both parties, prompting New Line to file a crossclaim against Costner. At issue is the repayment of financing obligations: New Line claims it paid more than its share when Costner failed to contribute his portion, while City National Bank contends it is still owed additional funds.

The dispute comes amid Costner’s ambitious and personal investment in the ‘Horizon’ project, which he envisioned as a four-part Western saga. The first installment, released in June with a $100M budget, underperformed at the box office, prompting a shift in strategy to delay Chapter 2.

Costner has invested heavily, around $50M, including mortgaging his property and deferring his own salary, to fund the project with the help of private investors rather than a major studio. While filming on Chapter 3 got shut down last year, the uncertain fate of Chapter 2 and the financial tensions surrounding the production have now truly cast doubt on the future of the series.

It seems the issue is that Costner, via his production company, is declining to pay his share of a financing deal with New Line/Warner Bros. that had originally secured distribution for the film. From what I understand, his legal stance is essentially that since he personally funded the production costs, he doesn’t owe anything further.

At this point, it’s doubtful Chapter 2 will ever be released by Warner Bros. Foreign distributors are still holding onto it without a set release date. Since the film is independently produced, it’s likely unaffected by the current legal issues— Costner might want to consider bypassing Warner Bros. and pitching it to other distributors or a streaming service.

I do believe Chapter 2 will be released, eventually. However, good luck getting Chapter 3 and Chapter 4 going. There’s been no filming in 2025 and nothing from the Utah Film Commission is suggesting otherwise. Honestly, the intended four-part vision now looks completely dead.
